According to the Mycobank (http://www.mycobank.org/Biolomics.aspx?Table=Mycobank&MycoBankNr_=500377) both names are synonymies.
You can find Cotton's original description here:

Click on Journals in the left Menu, choose Transactions of the British Mycological Society from the list, click the vol.3, and then page 96.

Yes Darthana,

Stigmidium, Mycophycias, and Mycosphaerella ascophylli are synomyn.

I have found Cotton's original description, thanks a lot for your help.
