this is of course not the "original" description. This was by Tubeuf.
Index fungorum gives: Pestalotia conorum-piceae Tubeuf, Botan. Centralbl. 3: 134 (1889)
and Mycobank has simply no idea where it was published: http://www.mycobank.org/Biolomics.aspx?Table=Mycobank&Page=200&ViewMode=Basic
The IF quotation leads but to a summary of Tubeuf's work "Beiträge zur Kenntnis der Baumkrankheiten, Berlin: Springer 1888." only, which you may download here:

His description of Pestalotia conorum-piceae you will find on p. 50-51.
