François already mentioned Pfister's paper from 1972 but there no key is given. However, he provides a key in "A synopsis of the genus Pulvinula" from 1976. Both are available at the Biodiversity Heritage Library: 1972 (http://www.biodiversitylibrary.org/item/47307#page/223/mode/1up) and 1976 (http://www.biodiversitylibrary.org/item/31896#page/3/mode/1up).

The newest key I know is given by Yao & Spooner in "Notes on British species of Pulvinula, with two newly recorded species" in Mycological Research 100(7): 883-884 (1996) (for the British species). If you don't have this paper, I can send it to you.

Yes 1976 is the right date.
There is something more recent but not complete, Medardi, studio su alcune sp italiane del genere Pulvinula in Boll. G. carini 2001?, but only 4 species are keyed.
