This was found by a friend in New York City last Saturday on decorticated hardwood. I think it's Trichopeziza subsulphurea. Apothecia are up to 2mm in diameter with a cream-white hymenium surrounded by bright yellow hairs. The hairs measure about 50µm long and have yellow encrustations. When treated with KOH the hairs, presumably, give off a yellow pigment (see last photo). Asci are 54-70 x 4-6µm, IKI-. Croziers? I think no, but correct me if I am wrong. Spores are fusiform, aseptate, 8-11 x 2.5µm, hyaline with guttules.

indeed, you found the same thing on January 2018: In New York City, on well rotted hardwood.
The croziers are more probably present and the IKi reaction is faintly red, you can easily pretreat with KOH and will get a clear blue.
